Federal Legislative Issues
New Preservation Legislation Introduced in the House of Representatives for Owners of Commercial Buildings and Historic Homes.

 

The Creating American Prosperity through Preservation Act (CAPP) (H.R. 2479) is the latest effort to make amendments to the federal historic tax credit program. (Previous bills, under the name the Community Restoration and Revitalization Act (CRRA), had been introduced in 2005, 2007 and 2009, but had never passed). H.R. 2479 was introduced by U.S. Rep. Aaron Schock (R-IL) of Peoria on July 8, 2011.

 

CAPP intends to make several needed improvements to the Federal Rehabilitation Tax Credit Program. These include deepening the program’s effectiveness for smaller commercial main street projects and proposing tax credits for making historic buildings energy-efficient. H.R. 2479 Press Release

Check the list of legislators (below) in Illinois who signed-on as co-sponsors of the previous CRRA bills. If any represent your district, please thank them for their previous support and encourage them to support CAPP – H.R. 2479. If your representative has not supported this legislation before, please ask them to do so.

The Historic Homeownership Revitalization Act (HHRA) (H.R. 2555) creates a new federal tax incentive for owners who rehabilitate their historic homes. H.R. 2555 was introduced by U.S. Reps. Michael Turner (R-OH) and Russ Carnahan (D-MO) on July 15, 2011.

Please ask your congressional representative to support these important bills. Together, the CAPP and HHRA will help revitalize commercial districts and residential neighborhoods.
